Gate readiness
Whether a seam class may block a merge yet - or may only inform. Mostly the latter, by design.
Withholding block - no measured bar yet.
Both seam classes are sealed, evidenced, and stable - yet neither is allowed to block, because no class has a measured accuracy bar yet. That is the gate working - a determination does not become an enforcement just because the model sounded sure. It earns the right to block only when the seam class has measured accuracy.

Path to eligible
The measured bar is a confidence floor fitted from a frozen, human-labeled corpus. A class crosses from inform-only to gate-eligible when, in order:
Today no class has a frozen corpus, so the floor is unfitted and every class informs. The Calibration tab shows a hypothetical corpus for auth_authz - a projection of what fitting the floor would yield, not a measurement; auth_authz stays 0 labeled, not eligible here until a corpus is actually frozen.
